REGISTRATION OF DRIVING SCHOOLS WITH THE TECHNICAL EDUCATION, VOCATIONAL AND ENTREPRENEURSHIP TRAINING AUTHORITY (TEVETA)

Government recognises the critical role that the private sector plays in the youth empowerment and job creation agenda. The skills development and job creation agenda that the New Dawn Government has embarked on cannot be done without full participation of all stakeholders. It is against this background that this Government wants to strengthen partnerships private sector in the development of skills for job creation and poverty reduction. The transport and logistics sector is one of the sub-sectors that provides a lot of job opportunities for our young people hence the need to impart on them driving skills for their effective participation in the development of our country.

Ladies and Gentlemen

This Government firmly believes that concrete empowerment, especially for the youth lies in well-coordinated quality skills development programmes which include those of drivers. We should not expect to be competitive if we do not get it right with Skills because they are key in transforming our economy and the lives of our people. In this respect, Government is resolved to invest in skills development in recognition of its significant role in promoting economic growth, job creation and poverty reduction.

 

Ladies and Gentlemen

The transport and logistics sector plays a significant facilitatory role in the social and economic development of our economy. New investments and growth in the different economic sectors of our economy translate into new job and business opportunities in the transport and logistics sector. Driving is a vocational skill that can enable an individual, especially our youth, to get employed as a professional driver or apply the skill for regular and occasional driving. It is therefore important to ensure that our youths are equipped with the right skills for such opportunities.

TEVETA was established to regulate, coordinate and monitor all institutions conducting technical education, vocational and entrepreneurship training (TEVET) in line with the Technical Education, Vocational and Entrepreneurship Training (TEVET) Act Number 13 of 1998

The Authority works with various stakeholders to set criteria and standards for any occupation or trade to ensure that skills training activities are conducted in accordance with the established standards.

It is within the framework of working with stakeholders that TEVETA worked together with the Road Transport and Safety Agency in to develop the driver training curriculum that is in use in most driver training schools.

Ladies and Gentlemen,

Registration with TEVETA does not only make training schools or colleges compliant with the TEVET Act, but also makes them recognized and better placed to effectively contribute to empowering youths with driving skills for jobs and employment creation. Registration with TEVETA will also make them eligible to participate in Government skills empowerment programmes including support from the Constituency Development Fund (CDF).

Ladies and gentlemen,

TEVETA, is by Law, required to register all training institutions that offer or intend to offer training leading to technical and vocational qualifications. In this regard, TEVETA has already started engagements with the relevant stakeholders in the transport sector to ensure that all driver training schools comply with the TEVET Act.

As a way of making it easier for driver training schools that are not yet compliant with  registration with TEVETA, I hereby offer an amnesty  to driver training schools that are already compliant with the Road Transport and Safety Agency (RTSA) Act to apply for registration and accreditation with TEVETA at a 50% discount on registration fees. This offer is available to driver training schools that are already registered with RTSA and are in good standing. The offer to register at a discounted rate is available up to December 31, 2022.
